Angelos, a 30-year-old unemployed, homeless, HIV positive intravenous drug user, says he comes to the Organisation Against Drugs to get clean needles, counselling and assistance on various matters, including replacing his stolen state identification card.
He found out he was HIV positive in the summer of 2012.
Angelos says he contracted HIV from a girlfriend who he said he didn’t know was a prostitute. They had unprotected sex and used needles they got on the street, he said.
“There are some people, most of them actually, who in order to make money, purchase from a pharmacy or obtain 10 or 20 free syringes from a centre,” he said, with his back to the camera so he couldn’t be identified.
“They’ll use the syringes once because they are new, they’ll clean them, they’ll wash them and they’ll put them back into their packing. So you spend 50 cents or one euro and you buy hepatitis, perhaps an infection and 70 percent of the time, HIV.”
Meni Malliori, head of the state-run Organisation Against Drugs, OKANA, said Greece’s financial crisis altered drug use.
New HIV infections among drug users in Greece spiked 1,500 percent in 2011 and 2012, Malliori said.
“Because of the economic crisis, the users changed the way they use substances. We see an increase of intravenous use because they have a smaller dosage amount and because they want to have the same effect, they take it intravenously and not in a different way,” she said.
“Substances are less expensive and more dangerous. We have many homeless users. This means they’re out on the street longer, exchanging needles and syringes and perhaps having more sexual activity in exchange for money to secure their dose.”
But despite a drop in state funding following budget cuts imposed by Greece’s lenders, the agency expanded clean-needle programs and access points.
A European Union-funded injection site, the first of its kind in Greece, has opened in a run-down part of central Athens.
In advance of World AIDS Day, Malliori said the number of new reported cases of HIV-AIDS among drug users for January through to October 2013 dropped to 230 from 506 over the same period last year. In all of 2012, the figure stood at 530.
Drug experts and policy makers from around Europe gathered in Athens earlier this week to urge governments to exclude drug-abuse treatment from austerity budget cuts, citing an alarming rise in HIV infections among drug users in Greece.
“The Athens Declaration appeals to governments to introduce measures to combat the situation, particularly by not allowing that resources allocated for the treatment of drug users will diminished, will be sacrificed on the altar of austerity,” said Thomas Kattau, deputy executive secretary of the Council of Europe’s drug policy network.
Ahead of World AIDS Day, an oral HIV testing facility has been set up in central Athens.
In addition to the test, clean needles, drug preparation kits, condoms and information on HIV transmission and prevention were also distributed.
